Sidney was born in Marshalltown, Iowa on November 15, 1946 to Arthur "Ike" and Klara (Kienle) Milligan. As a young child Sidney suffered a hand injury and had to go the University of Iowa Children's Hospital. While there he developed a lifelong love for the Iowa Hawkeyes. Sidney graduated from Baxter High School in 1965. Following high school, he attended Ellsworth Community College and graduated in 1967 with an Associates Degree in Petroleum Marketing. On June 1st, 1967, Sidney and his brother Loren "Pat" Milligan bought their parent's business in Baxter and formed Milligan Bros Oil & Propane Company. During this time, he continued to run the company with Pat. In 1978 Pat and Sid started Milligan Brother's Transportation Company. In 1997, Sidney moved to Algona due to work. There he met Brenda Danielsen and the couple later married in 2009. In 2004, Pat and Sidney sold their business to Solar Transport in Des Moines where Sid worked for Kyle Kruse for 3 years before retiring. In retirement Sidney and Brenda loved to travel and enjoyed wintering in Mesa, Arizona. Sidney was very active in the Baxter Community and involved in many organizations over the years. He was a member of the Bethany United Church of Christ, Baxter American Legion Post #493, VFW, and the I Club. He served on the Baxter School Board, past chairman of the Iowa Motor Association, and Iowa LP Gas Association.
