Ruth Ann Elsbecker was born on April 20, 1935, the second child of James "Jake" and Alice (Phillips) Becker. She grew up on the family farm near Livermore and attended St. Joseph Catholic School until her family moved to their farm west of Bancroft. She was a member of St. John's Catholic Church being active in the Catholic Daughters of the Americas and the St. John's Altar Society.
