Sandra "Sandy" Lee Parks, "The Hat Lady", 72, of Sioux City, IA passed away on Tuesday, July 5, 2016 at her residence. Memorial services will be at 11:00 A.M. on Monday, July 11, 2016 at Redeemer Lutheran Church in Sioux City, IA with Pastor Russell Senstad officiating. Visitation will begin at 5:00 P.M., with the family present at 6:00 P.M. and a prayer service at 7:00 P.M. on Sunday, July 10, 2016 at the Mohr Funeral Home in South Sioux City, NE. Sandra was born on September 27, 1943 in New London, Connecticut, the daughter of Andrew and Edna (Micauchic) Wisner. She attended East High School and graduated from Lawton High School. She married Raymond Moyse. To this union two children were born. She later married William Reeves Parks and to this union one son was born. Together Sandy and William operated Shakey's Pizza Parlor. After William passed away, Sandy operated The Library Lounge and Sandy's '57 Chevy before joining her son, Tony in operating The Paddock By Parks. Because of her love of people and the industry, she volunteered for 5 years in the kitchen at the Sioux City Senior Center. She was a member of Redeemer Lutheran Church in Sioux City. widely known for her colorful array of hats, mismatched earrings, sense of humor and her smile. She had a love of music and dancing and is probably dancing and joking with the angels in heaven. Survivors include her children, Stephanie Divis (Bob Johnson) of Sioux City, IA, David Parks and Tony Parks of South Sioux City, NE; 3 grandchildren, Jennifer Divis, Jeff Divis and Kenzie Parks; 2 great-grandchildren, Trevor Hanson and Gracie Parks; 3 sisters, Andrea Mann of Concord, CA, Theann Nassen of San Diego, CA and Rhonda Sencenbaugh of Lawton, IA; and several nieces and nephews. Sandra was preceded in death by her parents, Andrew and Edna Wisner; and her husbands, Raymond Moyse and William Reeves Parks.
