Sister was deputy director of finance and personnel with Euro Action Accord. She returned to the U.S in 1990 and spent three years as administrator for the Chicago Coalition for the Homeless in Chicago. In 1995 Sister Justine was elected to a three-year term as Western District Coordinator for her Community and lived in San Diego, California. Called a fiery advocate for the world's voiceless multitudes, Sister Justine told a reporter she enjoyed seeing the surprise in the eyes of businessmen and civic leaders when a woman religious dared to stand toe to toe with them and talk hard-tack economics. She served on MMS's Justice Co-Mission, and tirelessly fought for worker's rights. She also served on the executive committee and as treasurer for the Interfaith Committee for Worker Justice, which mobilizes the San Diego community to the needs of low-wage workers. Sister Justine shared her vision in these words, "Passion is part of the religious experience. You hear it in Jesus and in the prophets as they bear witness to the goodness of God and the sinfulness of humanity. My desire, like theirs, is to see that God's way is fulfilled." Sister Justine moved to MMS headquarters in Philadelphia shortly before her death.
