Judy was born July 25, 1942 in Dubuque, daughter of Augustin and Marie (Cain) Meloy. She married Louis Bandy in 1963.
She graduated from Wahlert High School in 1961. Ever the independent thinker, Judy raised five children single-handedly while returning to college as an adult before it was common place. She was known for saying "rules are for the masses," always having a pot of homemade soup on the stove, always knowing how someone was related as a third cousin, twice removed, and for living life on her own terms.

he loved real butter, Andy Griffith, Betty Jane Gremlins, hammocks, reading the daily newspaper, her bacon extra crisp, and her grandchildren. She was a grandma-extraordinaire, who hosted the best no-rules sleep-overs and who made the best root-beer floats. When she found out she had terminal cancer, she immediately began to take care of everyone else because at heart Judy was a caretaker. She taught her children that "taking care of others is a privilege" and so her children felt privileged for the opportunity to care for her at the end of her life.
She is survived by her children, Charles (Debbie Budde Bandy) Bandy, Christopher (Julie) Bandy, Lisa (Jim) Buck, Rachel (Robb Origer) Bandy, and Luke (Winifer) Bandy; 14 grandchildren, Samantha, Matt, Nick, and Sarah Bandy; Reagan, Quinn, and Cassidy Bandy; Jimmy, Will, Caroline Judith, and Barrett Buck; Charlie and John Origer; and Mila Bandy; brothers Robert Meloy, Loras (Sue) Meloy, and Kevin Meloy; three sisters, Maureen (Dean) Benda, Sharon (Jack) Schlueter, and Patricia (Mike) Fleege. She is preceded in death by her parents and her brother Ronald Meloy.
