Elizabeth ''Libby'' Hough Van Winkle Visitation: 3-5 p.m. and 7-9 p.m. Sunday, Jan. 14, Hilton Funeral Home, Barnesville, Md. BOYDS, Md. -- Elizabeth "Libby" Hough Van Winkle, 41, of Boyds, formerly of Wilton, Iowa, died Tuesday Jan. 9, 2007, at her residence. In lieu of flowers, donations may be made to the Libby Hough Van Winkle Foster Children's Fund, c/o Travis Dickens, Mercantile Potomac Bank, 21111 Frederick Road, Germantown, MD, 20876. She was born on Aug. 8, 1965, in Washington, D.C., the daughter of Hammet and Jaralyn Hough of Boyds, Md. She wrote a children's book and owned her own graphics design business. She was also an active licensed foster care parent in the state of Iowa and a foster parent to many children. Survivors include her parents; her two children, Caroline Margaret Van Winkle and Theodore Carson Van Winkle; three brothers, Eric Hough and wife, Lois, of Gaithersburg, Md., Stuart Hough and wife, Patricia, of Urbana, Md., and Philip Hough and wife, Audra, of Boyds, Md; former husband, James Van Winkle, of Muscatine, Iowa; and many nieces and nephews.
