Born May 7. 1972 in Washington, D.C. to Frederick Litmer & Patricia Millane (Todd) Foley. Bill was employed at Key West Express Ferry Fleet as Reservation Supervisor.
Survived by mother, Patricia Todd Foley and sister, Jennifer Foley Sanders both of Germantown, Maryland.
