Funeral Services for Vice Mayor William "Bill" Lansden Winningham, age 84, of Livingston will be conducted 2 p.m., Tuesday, July 9, 2019 from the First Christian Church of Livingston. Rev. James Shenko will officiate. Burial will follow in the Good Hope Annex with Military Honors provided at graveside by the Overton County Veterans Honor Guard. The family will welcome friends on Monday evening from 5 until 8 p.m., then on Tuesday from 11 a.m. until time of services at the First Christian Church of Livingston.
Vice Mayor Winningham passed from this life on Friday evening, July 5, 2019 from the Livingston Regional Hospital. Born in Overton County, Tennessee on June 10, 1935 to the late Gradis Feldman & Sidney Bilbrey Winningham. Bill was a 1953 graduate of Livingston Academy. He then went on to graduate "Ole Miss" in 1956 with a Pharmaceutical Degree. While at "Ole Miss" he found the love of his life, Ms. Barbara Lynn Bugg on a blind date in Memphis. They were married in 1956 and spent the next 58 years together. After graduation at "Ole Miss", Bill and his father started Winningham Drugs in 1957. He served 19 years in the National Guard. Bill worked as a Pharmacist up till his death. He was involved in many organizations during his life. He was a charter member of the Hidden Valley Golf & Country Club. Bill served on many boards during his career some of his favorites were the Livingston Regional Hospital, First National Bank, and the Livingston Housing Authority. He was a active member of the Livingston Rotary Club, and the Chamber of Commerce. Bills greatest joy was serving the City of Livingston and it's people for over 40 years as Alderman and Vice Mayor.
Bill leaves behind his son, William Winningham of Knoxville, TN; sister-in-laws, Kathy Winningham, Mary Olive Bugg, and Nadia Bugg; nieces, Katie Winningham, and Laura Lynn Ray; brother-in-law, Howard Buddy Bugg; nephew, Gilbert Bugg, Jr.; several cousins, and many great friends.
In addition to his parents, Bill was preceded in death by his loving wife, Barbara Lynn Bugg Winningham; son, Scott Winningham; brother, David Winningham; and brother-in-law, Gilbert Bugg, Sr.
Pallbearers to serve are Curtis Hayes, Rex Dale, Greg Etheridge, Chris Speck, Jim Evans, Ken Dodson, Terry Coffman, and Jeff Crawford.
Honorary Pallbearers are Johnny Fred Coleman, Millard Vaughn Oakley, Dr. John Kelly Wright, Sid Mathis, Howard Buddy Bugg, Charles Langford, Gerald Maynard, Clifton Ray, Wayne McDonald, Roger Ruble, Bruce Elder, Frank Walters, Greg McDonald and Kelly Coleman.

"William, Every time I would come home to visit, I would bump into your dad someplace in town. I visited with him as recently as last October. He always asked how my dad,uncle, aunt and I were doing down in the Sunshine state. He remained the same funny, cordial, and caring gentlemen that I knew so well in my youth. "I've known Bill all my life and that's 68 years. I have never known a more positive or fun loving person than Bill Winningham. Bill could always turn a negative situation into a positive one, that is if there ever was a negative one with Bill. My earliest memories of Bill were as most of us were at the "Soda Shop", as we called it back then....the chili dogs were to die for, and Bill always had a smile and something funny to say that would brighten your day. My father Butch thought of Bill as a brother he never had. Bill was on my dad's board of directors, and dad during his last few months would always talk to me about the times at the drug store during lunch, which he and a few of Bill's friends would eat every day and discuss the day's events....William and family our deepest sympathy goes out to you. I know exactly what it's like to loose you best friend in your dad. Bill and daddy are going to be telling jokes and having a ball in Heaven together...May God Bless William Lee Holman and the Holman Family"

"Will always have fond memories of Bill. My grandmother Claudine Bilbrey worked for Dr. H.B. Kevin's and I remember going in the drug store with her when it was across from old high school. I would get up on the stool and Bill would serve me an old fashion fountain Coke. It had a bite lol. Years later I served on the Livingston Police Dept. and Bill was always supportive of the force. Always enjoyed seeing him and how he made you feel. I went on to become a State Trooper and am now retired. I last seen Bill at the Halloween bash on the square last October and he took the time to talk with me. He will be greatly missed and the community has lost a true public servent."
"Bill was such a important person to this community. He was the perfect representative of our town and county. He lit up the room when he came in and could make us all smile and laugh. He saw the best in everyone. Anyone that had the privilege to have met Bill would never forget him. That is the impact and effect he had on us all. I believe that being a part of the community was very important to him. The only time I ever saw Bill very serious and somewhat sad was when he talked about his late son. He only talked to me about it on one occasion and he or I never mentioned it again. I have known of Bill for over 25 years but only got to have the privilege of personally knowing him for the last 5-6 and am honored to have called him a friend.
