"I knew Phil, aka "PJ", as a rookie FBI Agent in Syracuse, NY circa 1982: he was my Field Training Agent, the guy tasked with "showing the new guy the ropes". He always had my back and was my friend. I never met a finer man or FBI Agent! God Bless and Godspeed, "PJ": you will be missed! - "J.R." MacDonald, Special Agent - FBI (Retired) "

"Joan I am so sorry to learn Philip has died. He was my big cousin four years older. My fondest memory of Philip was when he was a freshman in high school. He was practing high jumping and I was visiting with my family. I was the least likely to ever be a high jumper but that did not matter to him he let me try. He never ditched me, no one told him to be nice to his little cousin. He was just kind because that's who he was, a good person. I will remember you and your family in my prayers. Paul Looney"

"Joan- Lori and I are so very sorry to hear of Phil?s passing. He was a true gentleman, an excellent patriot who served his nation for many years, and a good friend to many. I remember him being someone who others could always count on to be there to assist, with great wit and common sense. May your many happy memories help you find peace. Our prayers are with you and your family. Rob & Lori Haley"
