David L Lundy
December 20, 1954 - February 21, 2020

David Lee Lundy, 65, of Arlington, VA, passed away on February 21, 2020 at Story City,
Iowa after a two-year battle with cancer. A visitation will be held on Friday, February
28th from 4-5:30 pm at the Bethany Life Chapel in Story City. The memorial service
will be held on Saturday, February 29th at 11:00 am at the Bethany Life Chapel with
Pastor David Burling officiating. A lunch will be served immediately after the service,
followed by burial at the Lincoln Township Cemetery in Zearing, Iowa.
David was born on December 20, 1954 in Nevada, Iowa to Paul and Donna (Kludas)
Lundy. He was raised in rural Zearing on the family farm and graduated from NESCO
High School in 1973. He earned a Bachelor of Science degree in Political Science from
the University of Northern Iowa in 1977; Juris Doctor, cum laude, from Washington
and Lee University in 1986, and Master of Laws in Taxation from the College of William
and Mary in 1993.
David worked as an attorney for over 30 years. He was employed by the Office of
Associate Chief Counsel (International) at the Internal Revenue Service in Washington,
D.C. since 2001, specializing in international tax treaties. Prior to this, he worked for
private law firms in Virginia and New York, and clerked for federal judges in the U.S.
Tax Court and U.S. Court of Federal Claims. He was a member of the Virginia and
New York State Bar Associations.
David is survived by his sister, Diane (John) Taylor, his brother, Daniel (Lezlie) Lundy,
three nieces, four nephews, five grandnieces and one grandnephew. He was preceded
in death by his parents and grandparents.
Memorials may be made to the Bethany Life Chaplaincy Endowment Fund.
Fredregill Funeral & Cremation Care in Zearing has been entrusted with funeral arrangements.

My office was next to Elizabeth's so I often heard parts of their lively discussions. " Quyen?s tribute calls for another. I shared a glass wall with David, even less solid than Quyen?s wall, for 16 years, and our doors were just a few feet apart. We spoke daily, not only passionately about tax issues, but also about national and world politics, and also of the latest antics of my daughter from toddler to teen. He was incredulous about the stories I told of her. But at heart he was a very thoughtful attorney, who considered many issues others missed or dismissed. He cared about the right answer, regardless of who benefited from it. I was so glad I had the chance to see him once in Iowa and to meet some of you under these sad circumstances. I wish there were more David?s in this world."

His kindness and patience made him a great teacher, and his curiosity, knowledge, and clarity of thought were traits to aspire to. David loved his job and we were so lucky that he did. "I am so sorry for your loss. David was a kind, gentle, and very patient man. When I first started my career in tax with the IRS, we shared a common wall. I would often hear him and our branch chief sparring about some tax treaty matter with both parties making very passionate and loud debates. At the time, I recall thinking "wow, that dude is bold to be arguing against the boss so much." But as a great lawyer and professional he was always willing to share his honest and well-reasoned views on cases with those who worked with him, even if those views were not shared by everyone in the office. Of course, as I gained more experience, I realized that they were often actually on the same page but just enjoyed arguing the merits of this issue or that with each other. That was just life in our branch, we were a family not afraid to debate with each other. He will be a missed part of my work life family. Rest in peace."
