Ron Murray wrote on Dec 17, 2020:

"I worked with Joe at Gaithersburg. I moved to Rochester several months before Joe did. Sometime after Joe left a "cookie-monster" message started appearing on the system in Gaithersburg. Joe was blamed for the message because I had been gone long before the message first appeared. I confess; Joe was innocent. Ron Murray"
