Dr. Richard E. Riggin 82, of Muncie, passed away August 19, 2016. He was born May 16, 1934 in Muncie to Robert and Amelia (Brinson) Riggin. While in graduate school, Richard met and later married Judith Ann Riggin on June 3, 1961. Richard was preceded in death by his parents, wife Judith, daughter Diane Renee and brother Donald Riggin. As a youth, Richard worked with his family at Riggin's Dairy. He graduated from Royerton High School in 1952 where he held the county record for 20 years in the 100 yard dash. After high school, Richard enlisted in the Army where he served in the 502 division of the 101st Airborn in the Korean War. Upon return from the service, Richard enrolled at Ball State University and earned a degree in chemistry. Richard was a proud member of the Lambda Chi Alpha Fraternity, Pi Omega Pi and Alpha Kappa Psi business honorary fraternities. Richard continued his higher education at Indiana University in Bloomington where he earned his MBA and Ph.D. in business economics. Richard served as a member of the House of Representatives where he sat on the House Ways and Means, Financial Institution, and Insurance Committees. While serving under Governor Branigin, Richard wrote a statute that approved air conditioning in State Trooper's vehicles. Richard was a member of the business group, Junto. Surviving are children Wes Riggin (Lisa), Ron Riggin, Radelle Kjellander (Paul), Ronda Gullion (Darrin); seven grandchildren Brandon Riggin, Taylor Riggin, Allison Kjellander, Justus Kjellander, Skyler Kjellander, Mitchell Gullion and Erica Gullion. Visitation will be Wednesday, August 24, from 11 a.m. - 1 p.m. at Elm Ridge Funeral Home, Muncie, with services beginning at 1 p.m. Burial will be in Elm Ridge Cemetery. In lieu of flowers, contributions may be made to Animal Rescue Fund (ARF), 1209 W. Riggin Rd., Muncie, IN, 47303.
