Richard Halpin MUSCATINE, Iowa #45;- Richard James Halpin, 82, Muscatine, died Tuesday, Nov. 16, 2004. Per his wishes, there will be no services or visitation. Memorials may be directed to the Iowa City Hospice. The Geo. M. Wittich-Lewis Funeral Home is in charge of the arrangements. Mr. Halpin was born Oct. 19, 1922, in Algona, the son of Thomas and Leota Walker Halpin. He married Elizabeth 'Betty' Scanlan April 4, 1944, in Algona. She preceded him in death Aug. 10, 2002. He served overseas in World War II. He was employed as a city engineer, worked at Kent Feeds and designed and constructed several innovative housing developments. He enjoyed reading, raising dogs and was a gentlemen farmer. Survivors include a son, Scot and wife Robin of Bloomington, Ind.; two daughters, Linda Moelter and husband William of North Oaks, Minn., and Rebecca Koller and husband Mark of Lincoln, Neb.; four grandchildren, Heather, Christopher and Amber Moelter and James Halpin; two sisters, Mary Ellen Wiggs of Omaha Neb., and Ida Webster and husband Don of Red Bluff, Calif.; and his caregiver, Shannon Swails.
